when drying a waterbase stencil before exposure, for best water based ink resistance the stencil must not only be completley dry, but should be dried in an environment (with heat and/or dehumidifier) to below 50% relative humidity. this allows the chems in the emulsion to completely set.
during exposure, you must allow the UV light from you light source to fully penetrate the emulsion to acheive an overall 'cure' of the areas hit by light. Then when you washout your stencil, they will lock in and be water resistant during the washout.
I also like to post harden the emulsion after the washout for maximum resistance to WB inks. this is easily done by putting the screen in the sun for a few minutes, or re-exposing using your lamp.
